Superheroes have been a part of life for decades. With various groups and various actions during this time, there were bound to be injury left behind. From the numerous attacks on New York to the destruction of Sokovia by Ultron, the people of the world have been suffering. The final straw broke when a group of heroes led by Captain America allowed a bomb to detonate outside of a building in Nigeria, killing multiple Wakandan aid workers.

Now, the public has began questions the good superheroes have done and if they are even necessary. Before the rise of these protectors of the people, there were not colossal attacks by supervillains. As hero activity has risen, so has the scale of harm caused by superpowered individuals. Are the heroes as much a part of the problem as the villains? Did the world really become safer with the spread of heroism?

The United Nations seeks to address the damage by making all superpowered individuals work under them. The theory is that a check on these superheroes will temper the brash attitudes that many heroes have developed. Hot heads are not the best at critical thinking and lead to careless decisions that get people killed.

Many heroes disagree with registration and submission to an authority. If they must be pointed toward a person and told who is a villain, how can they be certain that the government controlling them is not the true villain. The head of this movement is Captain America, the first avenger and steadfast in his belief of hero autonomy. Especially following the attempted deployment of surveillance helicarriers by S.H.I.E.L.D, Captain America does not have faith that the governments of the world can responsibly direct superhero actions.

Rules and Procedure

This committee follows parliamentary procedure as defined in our Crisis Committee Parley Pro Document. However, procedure during committee may be modified at the Moderator’s discretion.

Position Paper

All delegates wishing to be considered for an award must submit a position paper before the start of conference. Position paper quality will be included in consideration of awards, however paper quality will not hold as much weight in award consideration as actual committee performance. Position papers are meant to ensure a basis for delegate research and help delegates feel confident while participating during the conference.
