The Roman Republic is once again under threat!
Two decades after their decisive defeat at the hands of Rome in the First Punic War, the Carthaginian Empire has resumed its aggressive expansion into rightful Roman lands. Under the leadership of the dastardly Hannibal Barca, Carthaginian forces besieged and sacked the Roman-allied city of Saguntum in Hispania in 219 BCE.
In response to this unprovoked act of aggression, the Roman Senate has declared war on Hannibal and Carthage.
Rome now faces another war with its greatest rival. The Carthaginian fleet has long dominated the western Mediterranean and will again threaten Rome’s shores. The Carthaginian armies, led by the tactical genius Hannibal Barca, will pose a serious challenge even to the mighty Roman legions.
Your task is to defeat the Carthaginian menace once and for all. You must defeat Hannibal in battle, deprive Carthage of its Mediterranean colonies, and ensure that the city of Carthage never again threatens the security of Rome. You must ensure that Rome’s control over its territories and allies remains strong under this threat. You must keep Rome united against a common enemy, despite the deep political divisions in the Senate.
Though the struggle may be long, Rome will achieve victory!

Rules and Procedure
This committee follows parliamentary procedure as defined in our Crisis Committee Parley Pro Document. However, procedure during committee may be modified at the Moderator’s discretion.
Position Paper
All delegates wishing to be considered for an award must submit a position paper before the start of conference. Position paper quality will be included in consideration of awards, however paper quality will not hold as much weight in award consideration as actual committee performance. Position papers are meant to ensure a basis for delegate research and help delegates feel confident while participating during the conference.
