In an age when empires measure themselves not by borders on parchment, but by oaths sworn in blood and salt, the Mediterranean hangs in the balance of two rivals. Rome – ascendant and relentless – emerged victorious from the First Punic War, stripping Carthage of our fleet, our tribute, and our pride. Yet, the House Barcid refused to accept a future of submission. From the ashes of defeat, Carthage has rebuilt its strength far from the sea, carving out an empire in Iberia laden with silver and soldiers. Amid the dust of Iberia, we will forge a new war.

Hannibal, son of Hamilcar, swore an oath as a boy: eternal enmity towards Rome; an oath that is ready to be fulfilled. Rather than meet Rome where it is strongest, Hannibal has chosen a path thought impossible. His army stands at the edge of the known world, staring into the face of the jagged, frozen Alps. Beyond them, the Roman heartland lies unsuspecting and unprepared. Victory is the collapse of Roman cruelty; failure is the annihilation of Carthage’s last great army.

The die is not cast. The mountains loom. The fate of Carthage rests not only on Hannibal but on the counsel of those who advise, supply, and command alongside him. Will Carthage strike Rome down and reshape the world forever? Will our daring march become a legend of hubris scattered among ruins? Both paths are possible. A decisive moment has arrived; will you rise to meet it?

Rules and Procedure

This committee follows parliamentary procedure as defined in our Crisis Committee Parley Pro Document. However, procedure during committee may be modified at the Moderator’s discretion.

Position Paper

All delegates wishing to be considered for an award must submit a position paper before the start of conference. Position paper quality will be included in consideration of awards, however paper quality will not hold as much weight in award consideration as actual committee performance. Position papers are meant to ensure a basis for delegate research and help delegates feel confident while participating during the conference.
